You know, in a way this is not surprising.
One drawback to delaying the arrest of Harlow and Joe so long was, Joe and Harlow had plenty of time (ie, since the SWAT raid) to plot and plan what they would do if they ever did get arrested.
I imagine they swore mighty oaths to each other, never to turn on each other.
The jailhouse phone call facilitator must also take his/her share of the blame for this too, IMO.

Yeah I know, it's so HARD to remember ALL the evidence vs. Harlow and Joe, because there is SO MUCH of it. Thus it's easy to forget about a particularly damning bit of evidence after we have not talked about it for a while.
